CAPER, program year 2025

City of Millbrook, CDBG and HOME. Program year July 1, 2025 to June 30, 2026. Due to HUD September 28, 2026. Public comment period September 8 to 22, 2026.

Summary: Millbrook spent $1,184,000 of CDBG and $412,000 of HOME funds, met or exceeded 6 of its 8 annual goals, and spent 100% of CDBG on activities benefiting low- and moderate-income residents, against HUD's 70% minimum.

CR-05: Goals and outcomes

In its second program year under the 2024–2028 Consolidated Plan, Millbrook focused on keeping existing homeowners housed and on public infrastructure in its two low- and moderate-income target areas.

Two goals fell short. Tenant-based rental assistance served 17 households because rents rose faster than the payment standard, raising assistance per household. Small business assistance reached 3 businesses after one subrecipient withdrew in March; the City has since selected a replacement and expects to meet the goal in program year 2026.

CR-10: Racial and ethnic composition of families assisted

The table HUD's template requires is filled from IDIS report PR23 for each program. In a real CAPER we reconcile it to PR23 before you see the draft.

CR-15: Resources and investments

CDBG$1,310,000$1,184,000
HOME$655,000$412,000
Program income$48,000$48,000

Sixty-two percent of CDBG spending was in the North and Riverside target areas. HOME match of $103,000 came from donated land and City general funds, and the City carries excess match of $221,000 into next year.

CR-20: Affordable housing

Millbrook assisted 46 households against a one-year goal of 46. Rehabilitation exceeded its goal; rental assistance fell short for the reason given in CR-05.

CR-35 and CR-40: Other actions, monitoring and citizen participation

The City monitored all 7 subrecipients during the year, including 3 on site, with no findings. The CAPER was published September 8, 2026 for a 15-day comment period, announced in the Millbrook Ledger and on the City website. [A real CAPER lists every comment received and the City's response.]

Timeliness

On May 2, 2026, Millbrook's unexpended CDBG balance was 1.21 times its annual grant, within HUD's 1.5 timeliness standard.
